At first, you should go to the EPF Command Room by your Spy Phone. Then you can see a screen written "FIELD OPS" on the right.

And then you should go to the Stadium to finish the Field Op. You can get there by Spy Phone or your map. After arriving there, walk up to the cash register of the Snacks. You can even go through the cash register.
